Home Access and NEU PC Plus Programme

HOME ACCESS

*For low-income families with school-going children or households with MOE FAS / SPED FAS recipients, who already have a Personal Learning Device (PLD) or PC, but do not have broadband at home, may consider applying for this.

Home Access programme provides 2 years of subsidised broadband to low-income households. With effect from 1 June 2021, those on MOE Financial Assistance Scheme (FAS) and MOE Special Education Financial Assistance Scheme (SPED FAS) will auto-qualify for the programme. The updated qualifying criteria are below:

    1. Auto-inclusion:
      • Household with at least one family member who is active recipient of following government assistance scheme:
      • MSF ComCare Long Term Assistance (LTA)
      • MSF ComCare Short-to-Medium Term Assistance (SMTA) (Wef 01 October 2021)
      • HDB Public Rental Scheme
      • MOE Financial Assistance Scheme (FAS) (New - wef 1 Jun 2021)
      • MOE Special Education Financial Assistance Scheme (SPED FAS) (New - wef 1 Jun 2021)

    1. Direct:
      • To qualify for Home Access 3.0, eligible household need to:
      • Stays in HDB flat
      • With at least 1 family member staying at the same residential address who is a Singapore Citizen
      • Has a total monthly gross household income (GHI) ≤ $1900 or Per Capita Income (PCI) of ≤ $650
      • Neither an existing Home Access beneficiary NOR an existing NPP beneficiary whom applied broadband connectivity.

Do read the terms, conditions and undertakings that are stated under Point 4 of the application form before you apply.

To apply for Home Access, the main applicant must be aged 21 years and above and they could apply via:

From 15 Jun 2021, apply online through www.digitalaccess.gov.sg. The main applicant must be above 21 years old. It will require the main applicant to:
- login using SingPass
- provide the Names (as per their NRIC), NRIC/birth certificate/FIN numbers and contact numbers of all family member staying at same address in online application
Households with at least one recipient listed in Auto-inclusion (e.g. MOE FAS)
All family members will need to indicate consent (self-consent or consent given on behalf by another adult) before application can be processed.

NEU PC Plus

The NPP programme provides subsidised PCs bundled with an option of 3 years of free broadband to low-income households with school-going children or persons with disabilities. More information about the NPP programme can be found at www.imda.gov.sg/neupc.

Since 8 Apr 2021, IMDA has worked with our partners to provide additional support under the NEU PC Plus programme for families with school-going children during the Covid-19 situation. Please note that the broadband-only and mobile broadband options under NEU PC Plus programme will cease with effect from 1 Jun 2021. Home Access will continue to provide subsidised broadband for eligible households, with MOE FAS recipients auto-qualifying for the programme from 1 June 2021.

To ensure prudent usage of public funds, the NPP programme will focus on supporting students who are not PLD recipients. Students who have received or will be receiving their PLD this year, will not be eligible for the NPP programme. If you have other school-going children who are not PLD recipients, your children may apply for NPP programme.
